The problem probably is that their current ruler isn't the leader of the Xenophile faction. That's a requirement for the AI to embrace factions. There's also a 10 year cooldown on embracing factions, but I imagine you're past that point. This method is just super slow, or at least it was really slow in older versions. If your governing ethic is egalitarian, use the encourage political thought edict. It increases ethics drift by 50%. Combine this with promoting an authoritarian faction and you should switch your pops pretty quickly.
